They have Ragnarok's research into the principles of POWER to thank for their achievement of creating a world fragment without a Supreme Law or the power of a world god.

They bypassed these requirements by making the law matrix carry the shard of power instead of them. The enhancement of the shard of power then goes to the nine golden orbs and then to Legion-7.

Legion-7, being the spiritual connection between all of them, then transfers the enhancement to them. They use this power while the law matrix bears the backlash for it. Thus, everything goes full cycle. 

The only disadvantage of this arrangement is that they can't use the shards of power for anything else. In fact, the law matrix they built for the shards of power is more like a prison.
