Hearing that t Liu Bei concluded the meeting and then he alongside Ju Shou, Wang Xiu, Guan Yu, and Zhang Fei left Liu Bei's room, heading towards the banquet escorted by the servant designated to them by Liu Biao, while Liu Bei mind buzzed with anticipation of Ju Shou and Wang Xiu's plan.

Meanwhile, at Xiapi, Lie Fan is listening attentively to Mi Zhu's concerns about some noble clans attempting underhanded means in their investment plan for Xiapi's expansion project.

Lie Fan immediately frowns when he hears Mi Zhu's report and responds by saying that they can't let those noble clans' deceit disrupt their plans.

He assured Mi Zhu that he would gather more information, and tell him to proceed with the plan as scheduled, also since the funds were enough for the first step of the plans which was to build the outer walls, he told Mi Zhu to coordinate with Liu Ye.

Mi Zhu nodded his head and assured Lie Fan that he would do so and so the meeting concluded, Mi Zhu left Lie Fan's office to do his task. Lie Fan then tapped his table three times, a signal to call for an Oriole member assigned to him personally.

An Oriole member immediately entered Lie Fan's office from the window, without any chit chat Lie Fan ordered the Oriole members to investigate these noble clans on the list he gave to the Oriole member, and he wanted the information by tomorrow morning.

The Oriole member immediately clapped his hand took the list from Lie Fan's hand, and left Lie Fan's office through the window once again, as he had never been there.

Lie Fan stood up from his seat and went to the terrace of his office, overlooking Xiapi while having a headache thinking that even though he had gone to such lengths to cleanse corruption, there would always be people doing that popping up like cockroaches.

At this time the door to Lie Fan's office was knocked, and Liu Pi his bodyguard voice was heard, informing Lie Fan that Lu Lingqi wanted to meet him and that she had something important to report to him.

Hearing that it was Lu Lingqi, Lie Fan smiled for a second and then told Liu Pi to allow Lu Lingqi to come in, when Lie Fan entered his office from his terrace, Lu Lingqi entered Lie Fan's office at the same time.

Lu Lingqi's face immediately becomes slightly red seeing Lie Fan, and then just hmph at him and then takes a seat on the first seat that Lie Fan always prepared.

But since losing her father several months ago, the only thing that kept her going was spending time with her mother, training the martial arts that Lu Bu taught her, and also teaching Wannian her own style that was suited for women.

Doing all of that worked for a while but soon, she realized that all of that wasn't enough and that she needed something more to keep her going which was fighting on the battlefield like her father, and that's why she came here to meet Lie Fan to request that.

Of course, she understands that the chance of Lie Fan rejecting her request was very high, but the moment she heard that Lie Fan rejected her request, she only felt that the world around her crumbled and felt empty inside.

Lie Fan seeing Lu Lingqi suddenly shed some tears and panicked for a while, he took out a napkin from his pocket and wiped the tears that slid down from her eyes, This happened for a moment before the two of them realized the situation that happened between them.

Blushing and turning red even more, she stammered her goodbye and then left Lie Fan's office at the fastest speed possible, Lie Fan heard his office door open then came back from his mind and sewing that Lu Lingqi had gone, and shook his head and slap his face while reminding himself that he already has three wives.

Not knowing that a seed that had been planted several years ago suddenly began to blossom and turned into a small plant in his heart, he goes back to his seat and takes care of his duties.

Several days passed by, and Lie Fan and Mi Zhu received Oriole's report the day after their meeting about the noble clans that used dirty money as their investment and found out that it was true to Mi Zhu's report.

Having ironclad evidence, Lie Fan sends Man Chong alongside Mi Fang with two hundred Tian Mao's Battalion soldiers, to apprehend these nobles and execute all of their members and also sophisticated all of their money which will be used as funding for Xiapi's expansion project.

This caused some shockwaves once again in Xiapi, the commoners cheered while the nobles and merchants' clan shook in fear scared that they would become Lie Fan's next target.

So they immediately invested more funds and the funds that were amassed managed to continue the second phase of the project, which was to create important buildings and coat the inner wall with cement to strengthen it.

Lie Fan was satisfied with this and also was shocked by some extreme means Man Chong took to interrogate some of the Noble Clan members about their secret clan funds and their contacts, which aroused some dissatsifciation from some of his subordinates like Cai Yong and Sun Qian.

Lie Fan actually approved of Man Chong's technique and ways of interrogation, so while scolding Man Vhong but subtly indicating that he agrees, he also appeases his subordinates by saying that it was a necessary step needle, where he receives support from Jia Xu and Xun You.

This story managed to calm down after a while, and Lie Fan began to think that Man Chong was an excellent man to become Oriole's Interrogator and create a special unit with him as the leader to interrogate prisoners and spies.

While he was thinking so, Lie Fan right now actually accompanied Lu Lingqi in selecting women for her unit which unknown to Lu Lingqi that all the women who applied were Oriole's members who were interested in participating in the battlefield just like men, Lie Fan did this to keep Lu Lingqi safe and also a safe way to circulate the news of this amongst his own subordinate, because he haven't discussed this with his main advisors and he knew what kind of impact this could have with the social norms of this era.
