This story has sevral good points, such as good grammar and sensible choices made by the MC. One thing I would note is the fixation on only German designs. Given the goal of an colonial empire, it does not make sense to use German designs from the first world war for ships, as they were generally meant to operate close to European shores, i.e. the North Sea. They were not designed to support a far-flung colonial empire. I would have suggested using other nations designs, as they may be more suited to the situation at hand.
