On the morning of August 20,2020, the police on duty of Panzhuang Brigade of Ninghe traffic police detachment seized a serious traffic violation of a kindergarten van on Biaokou Road. The van driven by the driver, Liu Moumou (male, 39 years old), carried 7 people, 26 people (24 of whom were kindergarten children), and 19 people were overcrowded. Due to the rainy weather recently, the kindergarten sent him to pick up the children to school in a van. In order to ensure that the children were not frightened, the police ordered the driver to contact the vehicle to transfer the children and patiently appease them. At the same time, they explained the dangers and legal consequences of overcrowding to the driver. According to the relevant regulations, the Panzhuang brigade of Ninghe traffic police detachment imposed a fine of 200 points and 6 points on Liu XX's illegal behavior of overcrowding, fined 200 yuan for his illegal behavior of changing the relevant data of motor vehicles without authorization, and handed over his illegal behavior suspected of dangerous driving to the police station for investigation and handling. After investigating and dealing with the serious overload problem of the vehicles in the private kindergarten in Biaokou Town, Ninghe District held a special meeting in time to analyze the loopholes in the work, study the countermeasures, instruct the education, public security and other departments to formulate relevant policies and measures for the management of the vehicles in Ninghe District, compact the main responsibility of the school, and make it clear that the principal of each school is the first person responsible for the safety of the vehicles. The principal, the grade leader, and the class teacher at all levels sign the student safety responsibility form. The safety of the vehicles that pick up and drop off students will be included in the performance appraisal, and it will be linked to the first evaluation to ensure the personal safety of the students. Read more exciting novels for free

There was an overload in the kindergarten in Gaocheng, Shijiazhuang. For example, there was an overload situation in Gaocheng County's Aishang kindergarten where nine vans were stuffed with 23 children. There were also cases where the school bus of Gaocheng District's Tiannuo kindergarten carried 19 people but actually carried 27 people, and the school bus of Zhangjia Village's new route kindergarten carried 19 people but actually carried 21 people. Overload of school buses posed a serious safety hazard. 70% of road safety accidents were caused by vehicle overrun and overload, and 50% of serious road traffic accidents were directly related to overrun and overload. In response to the school bus overload, the "School bus safety regulations (draft)" stipulated that if the school bus carried more than the approved number of people, the traffic management department of the public security organ would detain the vehicle until the illegal state was eliminated, and the punishment would be heavier in accordance with the road traffic safety laws and regulations. The Criminal Law of the People's Republic of China (9) raised the punishment for serious overcrowding in the school bus business from an administrative penalty to a criminal penalty, and sentenced to criminal detention and a fine for the crime of dangerous driving. In order to avoid the tragedy of overloading, the government departments should implement policies to strengthen the system to ensure that the criminal responsibility for overloading is clear. The traffic police department should increase the inspection efforts to strictly investigate overloaded vehicles and specifically control the use of school buses. Schools should also regulate the safety of school buses, strictly investigate illegal vehicles and nameless vehicles, and infiltrate the students with safety concepts to enhance their self-protection awareness. Read more exciting novels for free

It was very dangerous and illegal to overload a van to pick up kindergarten students. This kind of behavior had many safety risks. For example, overloading the vehicle would make the driving unstable. The inertia would increase, which would extend the braking distance and increase the possibility of accidents. The tires would also be under too much pressure, which could easily cause serious accidents such as flat tires or the vehicle losing control. For children without seats and safety belts, once an emergency occurred, they would face a great risk of injury. In actual cases, for example, when a kindergarten organized students to go out for a visit, they used their own van to carry kindergarten students and teachers. The driver was criticized and educated by the traffic police according to the law, and he was punished for illegal parking and overcrowding. In order to avoid such incidents, on the one hand, it is necessary to improve the public transportation network around the kindergarten so that children have safer and more convenient travel options; on the other hand, relevant departments should strengthen traffic safety education to guide people to recognize the dangers of overloading, and at the same time, improve the law enforcement supervision system, strengthen law enforcement inspection, and severely crack down on van overloading. Read more exciting novels for free

The features of an overloaded car cartoon usually include a car that's clearly beyond its capacity, maybe with objects falling off or causing chaos on the road. The colors and style could be exaggerated for humor, and the whole scene might give a sense of chaos and absurdity.

Often, in cartoons, an overloaded car is shown with its wheels looking squashed, the chassis bending, and maybe even smoke coming out of the engine due to the excessive weight. It's a visual way to convey the idea of being overburdened.
