Church/Heaven is wayyy to restricting and fucked up. Fallen Angels are okay but it depends on who you are dealing with, Akeno’s father( idk his name) was one of their leaders but couldn’t save his wife. Devils make you their slaves. Other pantheons are not going to accept them. Being a part of her peerage gives you support till you are strong enough to stand at the top. Cause with her personality ( better the enemy you know instead of an enemy you don’t ) she would spend most of her time on earth, away from devil society hence no discrimination issues. Sirzech is among the strongest being in their world, it should be enough deterrent for others. Above all Devil physiology gives them a lot of advantage and has higher upper limit than pure humans ( strongest human was only at ultimate class level ). Appearing infront of Rias and making enemies is foolish. They won’t let a potential enemy go. Even if Rias and Sona are kids, Sirzech and Serafall are 1000+ yr old monsters who deal with the worst faction everyday.
