I think they deserve to do that, especially if they don’t earn anything from their novels. The only one in the wrong here is WebNovel for putting up that rule.

that rule exists so that enough content exists before the novel draws attention for multiple reasons 1 it makes sure that the authors don't drop too soon 2 it makes sure there is enough content for readers to rate the story properly 3 so that the readers can properly judge rather they should invest their votes into the work which is what decides its ranking to begin with on the list
