his development path isn't based on quality. He doesn't need high quality believers. There is no reason to limit the usage of the ring since every person needs to pray to use it. His plan which was really established since the synopsis is to spread it to the whole world not limit at all, and for the point of madara and danzo, with the addition of this new high level knowledge it weakens them almost as it levels the playing field by raising everyone to like 20 ft.

I forgot that you could also add blessings to the most devout people and divine punishments to the people who try to sully the image of Apollo. also a believer classification window, to measure who are the most devout people.
