Heya, so this is pretty interesting but there's just a few things I'll say. Firstly it's not bad to have conversation but it feels as if there's a lot more conversation than descriptions of what's actually happening. The setting, as in the world background and character descriptions seem a bit vague. Like maybe it's just your style but giving some things a bit more description would make the work feel a little more grounded, for example in terms of ministries there's a minister of Agriculture, a minister of Forest, Fisheries and the environment and one for Higher Education and Science in my country anyway. Sometimes things based on a bit of reality can give a story a lot of detail. There's only a few things to be fixed in terms and that, also checking the flow as you go along to make sure that even the conversation that is there doesn't sound stiff.
