The main point of a sect is a theosophy not in conflict with the established state. If we have a population producing with religious leadership, we have states like ancient Egypt where the leader is administrative and religious. In the case of China the Sects are Feudal. In the Feudal regime there is wealth in production coming from the Earth to an authority. A Sect can drain workers from other fiefs which is bad for nearby fiefs but excellent for a monarch who wants a centralized yet religiosity dependent. The sect must be religious but without the desire or ambition for enlargement subservient to the monarch.
