up to chapter 28. sorry if what I wrote came out a bit harsh but to me overpowered means that by the time you get reincarnated meet God or gain powers you reincarnated overpowered not wait till the middle of the novel to make him overpowered.

overpowered for me in apocalypse is breaking normal norms like while others are getting uncommon or rare things mc is finding legendary horse armor(minecraft related) type of things

That's "strong from start". overpowered means curb stomping every enemy the MC meets without worrying that he's going to lose. So you can have an overpowered and weak to strong but not a strong from start and weak to strong.
