The problem is in the premise. A special operations soldier simply trains, but from what goes into action, a single country couldn't offer many interesting special operations for the narrative to grow. It would get terribly boring or worse the MC would become more of a generic mercenary like the GI Joe. To expand the universe you need to extract the MC from the normal scenario so that it can be OP. And develop the normal world scenario. As options, a scenario of a dictatorial country where army and party merged and special operations could be everything that involves international politics would be a villain in the world and a hero of the country, to grow from that. Or something else Doomsday an agent sees that the end will occur simultaneously and alone is impossible so train the commons to face what may happen in the future.

Then why not pick more good magical realism, horror, fantasy etc novels instead of the millionth cultivation novel

Other industries such as cinema, for example, distribute various junk throughout the year and some blockbusters on specific dates.
