Pre-industrial metallurgy requires mining, coal and blacksmiths. The author who puts the blacksmith without explaining the first two is lazy. Malignant sects may have slaves digging in mines, and cutting forests to make coal, but if all the material comes from slave labor the other sects are conniving and the government supports it. If members of the external court perform this service on a seasonal basis, there are periods of the year that no one obtains these resources. See? In five minutes the author could have a history of conflict between the good and bad sects all involving a blacksmith with a system, the difficult life of an outside sect member and slaves from the evil sect.

LIKEIf the evil sects use slave labor and the slaves die in the mine, they have Yin Qi. The members of the fair sect who raise money by selling coal and iron watch the price collapse as slaves are feeding the market. The outside sect has less money and less time to cultivate. External courts hate evil sects.
The just sects send expeditions to the evil sects kill the competition and free the healthy slaves who are recruited and do the same service only when paid. Expeditions die in the mines plus Yin Qi and the competition decreases. All this while while the internal sects are fighting with each other since they are not sent on regular expeditions.
All the guy in the system had to do was sell tools and not weapons in the beginning. Firewood ax, picks and mallets. Quantity above quality. He even swaps for broken weapons and steals better weapon techniques. Then he makes weapons. Do readers want blood? A business under the eye takes him to the mines of the evil path at night to describe only the worst that he has in his imagination theft, rape, cannibalism and finally the embryonic shape of demonic weapons.
