It's because zeref was feared by them, you dont wanna see zeref in your doorstep do ya? And why do you need a kingdom when you are op already, it's just a waste of time. Sure in the beginning it will be fun but once years past it will be boring, monotone and feels like a burden for the mc. It's just not worth it when you're op asf.
