You understand that this is a company and it's main job is to make money right? The reduced number of trial chapters is because the translation of 60 chapters for the novels that were not picked was to money draining. The number of locked chapters remained around the same and those that will like the novel will pay to unlock them. If the novel is released the 40(39) chapters will all be free and those that spent money on it will get it back.
