I wonder how the app chooses its novels. Good, high-quality works are dropped while novels with low-quality characters and world development are chosen. Is this biased? I can't help but notice the weirdness of choosing the next book to be released.

It is simple really, they chose the top earning novels in china and see how many people pay for them in trial read then they will translate them. If the number of paying people after a novel was picked drops the novels are discontinued... It is not about what are the greatest story's out there that they want to share it is about what makes more money, it is a business after all.
