well you didnt read into it enough then cause that stuff does happen amd it didn't before because the military took their abilities away using Truman the reason why no one does anything is 1 fear 2 they fear for good reason 3 no one cares about the weak in general in real life bassicly meaning the poor or homeless 4 the weaker your ability is the less you can do for them like your not even cannon fodder so whats the point in doing anything for you 5 a war could break out and an uprising would be the perfect time to strike after they mutilated their own kind 6 power rules all much like money rules all in the real world and if you didnt like it you shouldve stopped at 68 before you had to unlock chapters the author was trying to develop his characters more at that point in time later on he started more about the society and governments as well as to move the plot along
