ita hi doesn't trust gotei 13 so he wanna defect but unohana has taken somewhat liking to itachi so she wants to prevent it. Itachi mainly wants to find out who's behind everything this means he gotta do things against some ruletto find culprit. But if he do that he will mist likely be considered rogue. what unohana said in this para is consider joining above mentioned groups as they are more lax in restrictions and can act more freely. He might find clues without getting on someone's toes AT LEAST that what I think this conversation was about. I am not philosophical so do what u want with this
