Option 4: He could use the translator seeds or Calyrex to get more insight about the foes by talking with Ogerpon.
Option three: he could go all out and summon Calyrex. With Calyrex's immense power, they could perform a large-scale purification of Mossui Town. Not only would this solve the immediate problem, but Calyrex's presence could also potentially inspire faith and awe among the townspeople.
