yeah he shouldn't get the rinnegan immediately but the reason the makengeko doesn't work is the body isn't fit for the power the vitality of the eyes is restored when you take the eyes of a sibling to make ems sp he should go straight to em's when he Unlocks the mangeko and if he ages to get madara or hashirama cells he could awaken the rinnegan

I hope you give him a summon it's weird how none of the other villages have many summons but konaha has toads, slugs, crows, monkeys,dogs and hawks I mean outside of konaha I guess hanzo and the salamander and kisame with sharks the second raikages style was never really revealed maybe give him a mythical summon that finds ur mc worthy that's why the 3rd and 4th couldn't use it I mean I'm thinking thunderbird would be good sage mode could give him storm release if there was some thunderbird sage mode,lightning cloak and 8 gates even with that kind of power up he'd still be weaker than sasuke and naruto but he'd be strong enough to be a player in the end fights of the 4th war against six path madara and kaguya
