Thr second part of it would be the setting. what type of world is the story taking place in? in terms of how overpowered someone is, the world setting plays a giant role in how much struggles they can come across. A power system that is unique will only be just that. Unique. Although it is interesting, it needs to be implemented in a way that can grab attention and seem richer than it might be. An almost universal way to achieve that is the use of limitations. Limits are more interesting than the actual powers, and the way the limits can be manipulated to solve a particular conflict. An easy example of this would be the usage of 'classes' which strictly restricts the type of powers one can have. A power system that can do anything can also be beautifully manipulated by giving the Mc an advantage that isn't too overwhelming, or giving some other characters the same priviledges. Tower of God and Lord of Mysteries does these things pretty well. Another way the setting can help you gain conflict in the story is through collective Acceptance of the people that inhabit that world. People from a different world have different moral grounds and different customs and practices. This is something that almost always gets skipped in stories. at least I haven't seen a story that implements this well with very few exceptions. Having the Morals of the character be antagonistic to the world's would be a good blend between both a setting conflict and a psychological and philosophical one. Hope it helps😁😁

I don't think I'm really fit to be giving this type of advice, but let me take a shot. The first thing that one must define when writing this sort of work is the type of struggle and the setting. With the type of struggle being the more important of the two. Define what type of struggles you want your character to go through. Is it going to be a purely strength struggle? Or are you confident in being able to spice it up through emotional and philosophical conflict? Typically, for a normal and average story, the power struggle is highlighted. For a high end one, both can be utilized, but that might only be the case if you've actually pretty knowledgeable and experienced in writing. For an overpowered MC that can curb stomp 90% of the verse or more, having emotional, psychological and philosophical struggles are better.
