NGL , this feels very dumb and unnecessary, he could easily do this much later when he's older ,not right after he turns 18, there's just too much negativity that comes with been naked on TV.

It seems some people aren't really reading the novel, it's obvious from the previous conversation between Hiruzen and Hiashi that Hiruzen obviously wants to continue Tobirama's plan to create a more balanced Konoha and he's realised that his own clan is a factor that will work against that. if it's not obvious yet, this version of Hiruzen seems to actually be a good man.
