I put it in a way to make sense to me. First they onto he quirk doctor in the anime to be told if they are getting quirk due to the bone in their foot. The doctor is literally a quirk doctor specializing in quirks what u said confuses me because if the doctors don’t know what the quirks are how was the doctor who works for all for one able to relay the quirks back to him for him to steal or use to put into Shigaraki’a body that’s literally the whole point of a quirk doctor they determine the quirk the kids will get basing it off of the parents and the implications of it. It’s been shown to us time and time again when we are told what their quirk is and what they are able to do with it. Yes they randomly manefest but it’s the doctor who give it a name and the scope of its abilities any way moving on chakra manipulation exist in this universe but I haven’t had time to explain it cause I’m only 14 chapters in this is a story bro everything connects u may not have the information at first but it will come at a later time.
