He might be refering to Imps, pretty sure they were goblin(y). And in his worlds shaman goblins could throw fireballs and stuff so he might be mixing it up. Or he just mentally refers to all monsters as goblins out of habit.

If you go back and read that chapter he actually mentions how he looked for one but couldn't find it. He was just lying.

he's referring to the second partner he expected Horikita and Hirata both. Kushida being a participant is why he's confused.
