Nah that allows them to sense really well, but that fused with the Nine Tails, allows them to sense emotions... I think. Honestly this could be fandom knowledge, I tend to mix it up with Canon knowledge.
Police could help with that. Just authorize Quirk usage for them. Like seriously the Police are not allowed to use their Quirks during raids or something similar. They have to wait to be authorized.
I believe everyone has their own definition of what a hero is. To me, a hero is someone who saves another person, whether it’s from physical danger, emotional distress, or mental anguish. For example, a man who saves a boy from drowning could be seen as a hero. To the boy, it doesn't matter if the rescue was simple or if it required great sacrifice. All that matters is that the boy was saved. Similarly, someone who helps a person who has experienced trauma and is contemplating suicide becomes their hero. Even if it’s something as simple as a conversation or a hug, the person being helped would view that individual as their hero because they saved them from making a life-ending decision. A person who was on the verge of selling themselves out of desperation but was saved by someone just before making that life-changing choice would also be considered a hero in my eyes. It’s about the impact one person can have on another’s life, no matter how big or small the action might seem. Heroes are those who make a difference in someone’s life, saving them from something bad, from something life changing.
What really sets Naruto apart is how his loneliness as an orphan is shown so clearly throughout the series. While characters like Goku, Asta, and others have people around them, even if they don't have parents, Naruto is truly alone for most of his life. The only ones who really notice him are Hiruzen, his teacher, and the Ichiraku family, but they still can't always be there for him. Those moments where he watches families with yearning eyes really hit you in the feels. It’s a stark contrast to other characters who have at least some form of support.
But I think back then information was hard to come by, and the colour of Madara's Susanoo doesn't seem that important for other villages to pay attention to.
The fact that this really is possible makes it even more hilarious. These trio are truly hard to kill, Tsunade cuz of her quick and instant healing, Jiraiya for his natural strong and durable body, and Orochimaru for his... well ya know.

Naruto eventually learns to throw the Rasengan tho, even if it ain't like Burrito's invisible Rasengan or the Rasenshuriken, I think it was shown in the Naruto Last Movie, when he was chasing after Toneri. Honestly not sure if I remember corerectly though. (Did I misspell a certain someone's name? Yes. Did I do it on purpose? Also yes.)
Post time-skip Tashigi is really cute tho.
