That might be but the classic London bus which the Knight bus was obviously modelled after was first introduced in 1940

I don't think so as it would get both of them executed if it was ever revealed. Also Lee never underwent any anti intelligence training on top of being weak to genjutsu. It is simply too risky and any jonin would fully understand this.

These exams are not the only way to become a chunin. You can also get recruited into anbu where you don't officially have a rank. After quitting anbu you will be assigned an appropriate rank. Also during war time you can get a field promotion due to excellence on the battlefield.
