There is no fostering I see. Fostering start usually from a young age, 6 or 7 or 8, so there is no relationship with the Starks or reason to go to war. TFTC. Yeah, Lucius actions did make sense, even in canon he was terrified of the Dark Lord. There is no way he would want his child to suffer under Voldemort like he and other Death Eaters did. Though, I expect a twist since the author is quite good at those.
