If these people are actually from the traitor regions and are the ones that supported the Rebellion instead of people running away from the Rebellion, it may make complete sense that people wouldn't like them especially if they had family members who died in the war.

I also forgot that these people actually might be traitors to the Kingdom, so they have a decent reason to be suspicious of the people, especially if they are people that came from after the war when their territories were getting fixed instead of people running away from the traitor's territories.
