Bro, seriously😳 The reason why he can say that is because he has a cheat of Masa derivatives in different worlds. Normal Zoan has a cap that can't be crossed no matter how they awakened it. Then lets take an example like Luffy who ate the normal Zoan monkey form vs the mythical zoan Nika or Kaido with Normal Zoan Snake form vs Mythical Zoan Fish Fruit. You could already tell the difference. If Lucci ate a mythical zoan and awakened it like Byakko then he could fight Luffy and maybe the events in Enies Lobby will happen again where it took a near death experience of Luffy before defeating him.

Really wonder what Loki's Devil fruit ate. Maybe it was the World Serpent or Surtr or Skoll or even Sol.

They should have some secret process on how to get the devil fruit even if the success rate was 70% but the respawn of these two fruits should be always near Alabasta since they can find it if they dont have a direct transfer technology like Blackbeard using his Dark Fruit
