I'm guessing wind is Typhon, the father of monsters, but I'm not sure what fire can be.

Skill Issue.

Take the land of rain as an example for a buffer zone. the big nations like wind, earth, and fire don't want to fight on their soil as it would get damaged, so they fight there. It also allows time for them to react as the other nations would have to travel through those places to get to the Land of fire, allowing them to put up a defense.
