What he did was to offer the 15 slots to the Six Kingdoms, so they could create an elite party to challenge the Sacred Dungeon. However, he didn't allow Iris to participate in this dangerous mission.

He knew that Emperor Andreas was someone who carried a grudge. The price the Skystead Alliance had to pay to obtain the fifteen slots from Lux wasn't really a big deal.
