Strictly speaking, pheromones is not categorically mind control, it's going towards more of a mental conditioning type of power. Still scummy but not as direct. In the three layer of human psyche, pheromones affect the primal part; while the primal part itself will subtly affect the subconscious, but the conscious part of the mind will stay pristine (it will try it's hardest to come up with the reasons as to WHY though). Mind control does the opposite, fully affecting the conscious, but not touching the subconscious or the primal mind (unless it's a brainwashing power which affect all three to a different degree depending on it's power). What this means is that if for example an OP villainess were to repeatedly get in contact with the pheromones, she might decide that the most logical course of action is to kidnap the mc, chain him up in an unbreakable chain (as strong as she got anyway), and gr@pe him until he's dead. Which in my opinion is not a good way to go honestly.
