The Plan is to Kill

Both organizations had reached a mutual agreement where traps were set in each of their conditions. If Kenzo loses the possibility of creating the world he was looking for with his own methods and discipline, he would have to obey the orders of the Aogiri Tree organization without exception.

This was mainly being carried out because Kenzo's overall plan is difficult to fulfill, and humans could easily lie if engaged in a deep conversation discussing Ghoul rights.

Kenzo and even the crows couldn't provide that feeling Kaneki needs to advance as a Ghoul. His dead family doesn't help either. The only thing he has is his best friend, who might be the key needed to control him a bit.

"We need him; the organization needs him because he will be the greatest weapon we use against humanity, making them feel pity, seeing their morale crumble, and blaming humanity for those crimes." Kenzo had everything in his hands to start the game.
