The soul will only be stuck in the heaven. It's peace eternal yet unvarying and this constance is what bears a longing for change. Of course nothing is more tempting for a soul than to go back to the mortal plane where they could choose to be something they want through the help of these quests. It's a mutual benefit between the deities and themselves. Unless they want to be contractless and be brought down to the world without guidance.
