Neutral Side? Well, Yes But Actually No.
Every Human has a chance of 80% to get their superpower. There are many superpowers. Flight, Gravity, Superhuman Strength, Laser, etc. The first people who get his superpower tried to control and develop it.
With his power, he can destroy a mountain but, he decided to use that power to do the Villainous Act and became the first villain. However, if there's a Villain, there's always a Hero.
The Man named Armstrong comes out of nowhere to stop the terror of the villain. With his superhuman strength and superhuman speed, he became the first Hero.
However, in the first Villain, Bloodhound, the action didn't stop there. He fight back, an epic fight happened. Many people record it using drones, reporters start Streaming it on the TV.
As a result of the fight, Armstrong won. But, once again, Bloodhound said something that make the world surprised.
"I don't have any intention to surrender nor accept my fate to die. I will create a new era, the era where only good people can live on it. So, I will never die. Not even God can take my life!"

"We live on society. Evil people and Good people cannot be defined. All of them have their purpose. Evil and Good can only be distinguished by how the way we see them. Not our place to judge them."
Bloodhound also smiled. "Then, all people out here! Whether it's an Evil or Good act. Come out and show yourself!" He said before going with his dark cloud.
A simple speech you can find in any comic book. But, that speech made humanity divided into two factions. Villain and Hero.
Andreas Early Incident.
Andreas Leonia was adopted after a human experiment case. That case inflicted 5000 well-named doctors and researchers also inflicted more than 2000 kids. The operation to save the Children was 3 Days and 3 Nights.
That case become popular quickly and was named [Brooklyn Restless Night] That incident become the first SSS+ tier mission in the History Record.

18 Important people in the Government supported that project. And many Villains, SWAT, or even Police joining that project.

Andreas could be found sleeping inside a tube. From the information from one of the researchers, the tube was made to drain Andreas's energy.
Andreas's energy can be used to fix the earth. Earth was almost destroyed by the fight between Hero and Villain. And that shows how much energy Andreas has.
Other than that, Andreas also gave much DNA from superheroes. But, there is too much DNA injected into his body. Making his body very sensitive. If there's he injected one more time, maybe he will die.
