After five draws, Venti did not get a late-blooming pseudo-legendary Pokémon. However, thanks to Takumi's advice, Venti did draw a Lapras with championship-level potential.
Lapras is classified as a transport Pokémon. It's a strong Pokémon right from its birth, and with its Gigantamax form in later stages, it's definitely not a bad pick.
As for "championship level potential," this is about the limit of the Pokémon's natural ability.
Takumi had access to a detailed Pokédex provided by the system. Each Pokémon baby came with complete information, including personality traits and the maximum potential that wasn't available in the public version of the Pokédex.
Even Hu Tao's Gible and Ningguang's Shiny Beldum, despite their pseudo-legendary status, only had a maximum potential at the championship level. The term "pseudo-legendary" here refers to a base stat total of 600, which encompasses a species' overall power with both upper and lower limits.
Venti's Lapras had a base stat total close to that of a pseudo-legendary's 600, and its potential was on par with Gible and Beldum.
"Just championship-level potential?" Venti still wasn't quite satisfied.
Earlier, he had heard Takumi mention that championship-level Pokémon acted as an important deterrent, stabilizing regional peace.
The leader-level Pokémon was like a "nuclear weapon" that ensured long-term peace in a region.
"Potential limits are not absolute, especially for someone like you," Takumi coughed, giving Venti a reminder.
If it weren't for the fact that Venti gave him so much, Takumi wouldn't have even mentioned that Lapras had championship-level potential.
"You have access to advanced resources, treasures, and abilities," Takumi said.
"Keep feeding Lapras with treasures, and it'll eventually break through its limit and reach master level."

Lapras approached Venti, resting its long neck against Venti's arms.
A soft, ethereal song came from the young Lapras, as it communicated through singing.
The youthful yet beautiful voice was melodious, and the accompanying soft, adorable voice that resonated in Venti's heart made him bleed internally.

Venti, who was nearly three thousand years old, grinned broadly, hugging Lapras' head tightly as he sang poetry with the same ethereal and melodious voice of the Wind God.

Takumi thought for a moment and then took out the two treasures Venti had gifted—Dandelion Aged Wine and the Heart of the Divine Oak—from the counter.
"Cresselia..." he called.
Hearing her master's voice, the Dream Pokémon, who had been washing dishes, floated out from the kitchen.
Seeing the Heart of the Divine Oak in Takumi's hand, Cresselia's gem-like eyes couldn't help but sparkle with desire.

"Hmph!" The Dream God floated back to the kitchen, clearly displeased.
