Perhaps Regan could feel Rex's fears and hence he finally answered regardless of how unwilling he was to speak. Somewhere Regan knew that Rex also didn't trust Evelyn's loyalty to him. As much as he disliked this, Rex was also his brother. Even if they didn't share the same mothers from birth, Rex was and would always be his brother. He just didn't wish to speak because he was afraid that he would say something which Rex wouldn't like.
However, at this moment, he answered Rex's question indirectly
"He said that he can't punish Rafael for whatever he did because Evelyn is just a slave."
Rex went silent at that.
Actually, his father was right. Though it was cruel to Evelyn, his father couldn't really punish Rafael. If he did then the nobles in the Royal Court could question his decision.
Punishing a Royal Prince for a slave was something that was never heard or seen.
