"I was not the one to call this meeting; Kokoro Kanei, representing the Mitarashi Clan, is the one who did."

Everyone looked at me in surprise as I nodded to them, only for the tall, thin elderly woman to let out a huff, sneering at me as she said "Who? Since when did we let brats into the Council?"

Everyone stared at the woman for a moment, before returning to look at me.

Smiling at the other Shinobi heads, I said "I called this meeting for one reason, and one reason only... but before we get to that, let me introduce someone to everyone present. Cameia."

Hearing her name, my golden eyed wife stepped forwards, her head tilted slightly as she stared down at me.

"This is Cameia, and she is from the Land of Demons."

That made the other Clan Heads stare at her in surprise, narrowing their eyes as they gauged her strength.

Feeling everyone staring at her, Cameia let her chakra leak out a little, making everyone purse their lips; after all, she is as strong, if not stronger than Lord Third, who is the current God of Shinobi.

"She is also my, Anko Mitarashi, and Kurenai Yuhi's wife; as such, she is a member of the Mitarashi Clan, just like Kurenai and I."

The thin elderly woman sneered again, staring at Cameia before saying "Why should we care, hmm? I don't care if you spread your legs for some barbarian from the east! Nor do I care if some Red-Listed reject started her clan back up!

Seeing a few of the others frowning, I chuckled before placing a hand on Cameia's arm, as well as Anko's, making them stop what they were about to do.

"She is also a user of Darkness Chakra."

That made the woman freeze, her eyes widening as Cameia lifted her arm to reveal a sphere of pure black energy.

"Thank you, Cameia. Now-"

"That still doesn't matter! Why have you called-"

Activating Body Flicker, I appeared behind the woman, a kunai laid across her throat as I said "Quiet."

She fell silent, her frail body trembling as she felt the cold steel across her thin neck.

"Now, I came here to discuss things related to Shinobi; this, actually."

Tossing the Root mask onto the table, everyone frowned as they stared at it before looking back at me.

"But before that... You. Need. To. Learn. Your. Place. I am a Shinobi, not some random civilian. I've killed countless people; I've fought in the Shinobi Wars. I've assassinated and stolen from the other villages. I've bled, killed, and provided for this village. What have you done?"

Pursing my lips, I frowned before saying "Oh that's right! You sell items to civilians. You are supposed to work FOR the Hokage, and yet I've never seen you before today. However, I've seen both Lord Third and Lord Nara doing ALL the paperwork for this village; some of which are for the civilian side of the village."

She tried to speak, only to fall silent as I pressed the kunai deeper into her skin.

"Now, I will ask you once, and only once. Shut. The. Fuck. Up. You have no real place on this council, nor do YOU as an individual matter. I could kill you here and receive a slap on the wrist for it; notice how none of the Clan Heads move to stop me?"

The woman glanced around, fear on her face as she saw Tsume grinning, Hiashi staring at the mask, Inoichi was frowning slightly but not moving, Choza simply sat back and stared at me, while Shikaku just sighed, slumping into the table.

As for Danzo and Hiruzen...

While they frowned, neither said anything, simply watching on as I stood behind her.

"Now, sit here and be silent; what transpires at this table has nothing to do with you, nor will you change anything; you do not matter when dealing with Shinobi."

"Ha! I like this one!"

Glancing at Tsume, who was still grinning, I nodded.

Releasing her neck, the woman gasped for breath before glaring at me, only to flinch as I spun my kunai expertly in my hand, making her gulp.

I flickered back to my throne, sitting down before glancing at the mask.

"When I returned to my compound with my family, just an hour ago Cameia noticed three people watching us. Considering Anko, Kurenai and I felt nothing, that meant one thing; they were either Jonin, or..."

"Anbu..."

The Matriarch of the Inuzuka leaned forwards, no longer grinning as she picked up the mask.

"However, I know for a fact we have no division of Anbu tabled 'Root'; at least, not one that the Clans voted on..."

Glancing over at the Hokage, Tsume raised a brow, making him sigh.

"No, you're right Tsume. It was something from five years ago that Danzo suggested; a specialized division of Anbu trained fighters who were stripped of their emotions..."

Everyone frowned at that; the idea of removing someones emotions...

"You wanted puppets."

Inoichi leaned forwards, frowning at Danzo.

"I wanted soldiers, who would never question an order. Soldiers who would die if ordered to."

My frown deepened at that, but I truly couldn't fault the man; six years ago was the attempted kidnapping of Hinata Hyuga, the next leader of the Hyuga Clan.

It would have been the start of the Fourth Shinobi War, if Hiashi hadn't sent his brother Hizashi's head to Kumo...

However, the idea of completely emotionless soldiers...

Tsume growled "That's inhuman and utterly wrong. Those aren't people; they're puppets."

Danzo shrugged, saying "It was something I believed needed to be done; a force of Shinobi undeniably loyal to the village and the Hokage."

However, Hiruzen frowned, shaking his head.

"No. I denied this then, and I deny it now. I would never allow such an... affront to nature to occur. I told you- No, I ordered you to scrap this project Danzo. So why..?"

Sighing, Danzo stared at the mask before shrugging.

"Yes, I created the Root. And? Why do you think so many Red-Listed missions were being completed? How do you think I knew about the movements of the other villages? You say you denied this, and yet you've reaped the rewards of the Root program running for the last few years Hiruzen."

Gritting his teeth, the Hokage glared at Danzo before taking a shaky breath, asking "Very well. However, why were three Root agents spying on the Mitarashi Compound?"

Staring intently at the Darkness of Shinobi, I waited for an answer.

Pursing his lips, Danzo leaned back before saying "Such a powerful chakra wielder entered our village, and you let her walk around unsupervised? I was doing my due diligence, Hiruzen."

"I had already questioned her, and with the combined council of Shikaku and Kakashi, I determined her not a threat. I may not be the greatest at everything Danzo, but I am good at determining the character of those who enter this village."

Danzo chuckled at that, nodding as he said "Indeed; isn't that why you've resumed the mantle of Hokage?"

Feeling the sharp undertone of that statement, we all stared at Danzo for a moment, thinking.

It was well known that the man was upset with not becoming Hokage; he was adamant about someone becoming Hokage right away when Minato died, and he believed he should have been Fourth or Fifth Hokage; and yet, Minato was elected as the Fourth, and Hiruzen assumed the role as Acting Hokage until we could find someone truly suitable for the role; be it Jiraiya, Tsunade, or even a new rising star from the next generation.

However, Danzo just chuckled again before getting to his feet, turning to stare at me as he said "Know it was no slight towards you, Miss Kanei, nor to you, Miss Mitarashi; it was just this old man being cautious. It seems that I've become rather jaded with age!"

Grabbing his cane, he turned towards the rest of the Clan Heads, saying "Now, if that was the entirety of the meeting, I shall go compile a full report on the Root for the next meeting."

Everyone watched as he walked, before the civilians stood up, about to follow behind him.

However, before anyone could leave Cameia asked "Kokoro, Kakashi; I thought you said only you, Kakashi, had that weird eye? Why does he have a dozen of them on his right arm?"

The room fell completely silent, and everyone froze.

So, just going to go over the meeting and how Kokoro acted; personally, I hate speaking in circles and trying to talk like a politician, and since Kokoro is my character with a few of my own traits...

Well, so does she.

Hence why she had no problem threatening to kill a Council Member who not only insulted her, but also had no right weighing in on Shinobi; I also know that The whole civilian council is Fanon, but this is also a Fanfic so... lol

Anyways, this is who Kokoro is; straightforwards and brutally honest.

She's a killer and assassin; not a politician.

And at the end of the day, everyone besides the civilians in that room are as well.

That's my justification for the events, but the real reason for this who meeting and council 'arc' is to just get Danzo out of the way; dude should have never been a villain in the first place.

He's completely insane, really obvious as a villain, and makes no sense with his motives or his actions.

He will be taken care of instantly cause I don't feel like trying to rewrite his character when he's already done SO much in the core material...
