After committing atrocious misdeeds that offended the top brass of the federation, Alex lost his status as a citizen and was labeled as a criminal. Though the sentence could be lessened by hundreds of years by accepting the hardest missions with the death rate so high that causes even the most powerful ability users to step back in fear.
