"Have there been any sightings of Ivy?" Ciel asked.
"No, Sir," Heinz replied. "Our operatives are always on the lookout for any of their movements, but they've done a good job in keeping a low profile."
"How about the newly formed terrorist groups?" Ciel leaned back on his chair.
Heinz sighed as he reported the latest information that was given to him by his spies in France. "They seemed to have gotten their hands on one of Ivy's special Harbingers and are currently in the process of extracting the virus in its body."
"So, they plan to build an army," Ciel sneered. "Petty tricks."
"It's the most cost effective way in order to bolster their ranks. Sir, I think this is their strategy at the moment. They are letting the small frys distract our attention while they recover in the shadows."
