I believe it is 2531 as the start of the chapter says and the Spartan III Programm startet 2532 and began active duty in 2536 so still a bit away if even more because of the success of axel or maybe earlier than that because axcel's tecnhnology improves :)
Besides Axel, there were many rising heroes within the UNSC such as Admiral Cole, Captain James Gregory Cutter, Sergeant John Forge, Staff Sergeant Avery Johnson, etc. It was just that Axel had overshadowed these other heroes, still they were heroes that were awarded and commended for their efforts.
