He's probably not even close to any of those characters yet man. Also, it seems that the max for a stat is sss+. Think of the stats like his bodies current limit, and leveling resets that limit, so if you max out your stats before leveling, you'll get the most out of it. Say he leveled up as soon as possible and his stat was like a 7, then next level he did the same and the same for the third level. Then his total stats would be 21, If he maxxed the stats to say 10, then after his thirl level, he would have a 30, almost 150% better, and it would only grow from there.
INT probably has nothing to do with actual IQ and more so power of supernatural abilities, and WIS is likely control of said supernatural abilities. Think of the system as the falnas from "Is it wrong to pick up girls in a dungeon?".
