The Veritas Imperium had set up cities on the planet and travel there was constant and easy for the people of Atlantis and Tokyo. Yes, Tokyo, the Japanese had taken off with growth in population once they were brought out of their rut, this expanded to their technological industry and military industrial complex as well. They had gotten so good at it that they had even helped us with regards to creating the military suits for the global army. We had formed a global military that was made up of certain squads and divisions from the five countries, this needed equipment and thus Japan was a natural choice for development and production. In recompense for their help the global government gave them a teleportation hub in Tokyo where they could teleport delegates and cleared people to Atlantis or Terra Nova. - ThorLong4dCommented
