    Eh? But it is true. The sentence was that they 'could' trump them, not that they'd do so every time. Also, yes, S-Rank is not equivalent to Lvl.100. If I had to compare it, an S-Rank would be maybe... 65 and above?

    Sure. So firstly, Kuoh Town is her territory, not just the school. It was stated in chapter 1 of volume 1 and was repeated to a nauseating degree over the course of the story. I'm also not sure why you think she has no say/authority in her own territory. She literally said herself that she was only being passive because she thought this was a plot by the entire Fallen faction (and she's not arrogant enough to fight the entire Fallen faction). She even went and talked to the other three Fallen alone, directly asking them why they were in her territory being secretive. Once they revealed themselves to be rogue agents, she erased them without hesitation. You said Rias had no say when Xenovia and Irina were in town, but then why would their presence even count as “intruding”? If she had no authority, they wouldn’t have needed to negotiate or explain themselves to her.

    Not "Mortal power level". Mortal Level. It's basically how well the Supreme Kai/GoD are doing their job, promoting the development of mortal life and removing problematic species. Quality of Life in the universe, if you will.

    No. She was manhandling him (while trying to subdue him, not kill) until he gained a bunch of skills, which raised his power level. By the end of the fight, just by learning and increasing a few skills, he had gone from 2.5x weaker than her to 2x stronger.

    He was able to beat Marzette because he learned the basics of combat from her. Because he learned the basics, his system gave him stats, and so his power level increased and surpassed her. He won with pure power, not skill. To reiterate, Knox is currently meh at fighting. He has the basics down and a few moves of his own, but he would get destroyed by most people in DBZ if he didn't have such a high power level. Also, this guy isn't random. He's from the DBS manga. He has Pure Progress. Which, yes, it doesn't make sense. But that's how the ability works.
