I think vows are 'alive' i mean it can sense if someone is trying to bypass it. that's why sukuna is so good at making binding vows because he actually thinks what he is sacrificing is worth what he is getting. plus symbolism for shrine like he can cut other people but also his own potential as well to make a trade off
