It’s not a normal occurrence, mainly because it does but the quirk doesn’t register itself as a mutation for others, like Meguna.

This will be shown later, and it will make sense. Basically, the body changing stuff is not as simple as it seems, but you'll see. You are free to take some guesses as to why it does this though.

Well, I disagree, I would say I just don't overexaggerated his personality like they do in anime or like other characters, but if you look closely--like how he reacts to certain stuff-- e.g. when his glancing at the houses Nezu built and he doesn't feel proud or any kind of joy for doing it. Or how he acts normally around people, but when it feels overcrowded, he runs out, or the fact that he hides himself from others, hiding his true form, or even how he called his dead friend 'disgusting' when he first met him because even if he doesn't show it most of the time he has low a self-esteem. But I get your confusion and how he would feel like he doesn't have a personality to most, that's my fault since I only show hints of who he truly is. Don't worry though, the story has just started, and we'll get to see more of Meguna. Anyway, I'll have to delete this reply soon because it reveals too much and gives a lot of hints, and I wanted those small hints to be for the readers who pay attention. Hope you understand.

Yeah, this is a good point, but I can't really reply to this without spoiling lol, but what you should know is that I understand your point, and the whole arc is something related to this. This is an important note for people that holding back can be interpreted in many ways, and in the next chapters you will understand. Tnx for the comment though, I really appreciate it.
