Check chapter 16, pistol was given to him as default weapon for his class, and after unlocking armory many things are there in the shop which he could buy if he has enough money and of course if his mana capacity could afford it. so he has the option to unlock sniper and other guns, he just don't have enough money yet. and also at level 10 his Armory upgraded unlocking more things so in concise he is just limited by coins.
