Actually you got it slightly wrong. Danzo is the one with the long cooldown. Shisui has never been stated to have a cooldown on it.

What the Author said was that who wants to win more will have a higher chance of winning. He used Nolan and Allen as an example. He says that while Allen is stronger if Nolan is giving his all while Allen isn’t, Nolan would win.

Friendly reminder it wasn’t the 8 tails beast bomb that scarred the 3rd Raikage. It was the beast bomb redirecting his own attack that injured him.

At the Beginning when th village first started before he ever got massive boosts he was stated to be Kage level. So more than probably he is gonna be high Kage, personal opinion probably Itachi level.
