The MC is not broke. And for now he hasn't actually started school. Right now, he is in a two week break before resuming. He hasn't resumed yet. And for him having the money. He actually has it, since the system rewards him with points which he can turn into real cash. However, i didn't link him having money, with the ladies he had… yet. That isn't part of his journey. He would only get the cash after he completes a mission based on a lady. The money which he gets, isn't for him to spend on the ladies, because that wasn't part of the system's information. The money is for him to spend how he sees fit. His mission is to get any lady he wants, and the system is there to guarantee that as a success, while still giving him other missions until he advances to the independent tier (spoiler alert). I hope this answers your questions.
