The concept is intriguing, but the execution falls short. It's never explained whether the Third Hokage has a transmigrated soul or some other reason for his strange behavior. Why is he creating the One Piece manga in the Naruto universe? What purpose does that serve? During the Jonin meeting, it's baffling that no one interrupts or questions the Third when he starts giving other ninjas case studies about their futures. How does he even know all this? It feels unrealistic that the other characters just go along with it without asking any questions.
