What if the goal of the devoted wasn't to break the cycle but to introduce a third party in the two party war. Like some form of balance to keep both the demons and gods in check? Perhaps their goal isn't to consume Xiviyah but to ascend her to either godhood or turn her into an emperor or something different entirely but akin to a goddess? Just a random thought

I wonder how much of Xiviyah's personality has changed since incorporating the two demon lords and their demons as well as seeing Jessia's memories. That must've taken a toll
